Hosted by Kastamonu University, the 6th Higher Education Human Resources Management Workshop began on August 7, 2026, in our University's Senate Hall.
Under the coordination of our university's Personnel Department, a workshop was organized to evaluate current practices in human resources management at higher education institutions, facilitate the sharing of experiences, and develop common solutions. Fifty-four human resources managers from 30 different universities participated in the workshop.
The opening program of the workshop was attended by our Rector, Prof. Dr. Ahmet Hamdi Topal; our Vice Rectors, Prof. Dr. Ömer Küçük and Prof. Dr. Selahattin Kaymakcı; and Acting Secretary General, Assoc. Prof. Dr. İbrahim Demirbaş, Personnel Department Head Tayfun Tiryaki, and invited guests.
The program, which started with the screening of our university's promotional film, was opened by our Rector, Prof. Dr. Ahmet Hamdi Topal.
In his speech, our Rector stated that qualified human resources are the foundation of strong states and institutions, and emphasized that in the Turkish state tradition, people have always been at the center of governance.
Stating that the principles of merit, competence, and justice form the foundation of an effective management approach, our Rector expressed that these values continue to hold importance in today's human resources management.
Emphasizing that universities are not only institutions that provide education but also structures that produce science, build values, and shape the future, our Rector included the following statements in his speech:
The era we are in represents a new period characterized by digital transformation, artificial intelligence, big data technologies, and the information economy. In this era, our universities need to be exemplary not only in their academic achievements but also in their administrative understanding and practices.
“The constantly evolving and changing structure of our higher education system has necessitated the adoption of an open, learning organization approach, internalization of a quality culture, and the implementation of human-centered management models.
At this point, human resources management has evolved from being merely an administrative unit handling personnel operations to becoming one of the key management areas that shape corporate strategy, develop human capital, and create organizational culture.”
Our Rector stated that merit-based appointments, continuous professional development, objective performance evaluation, equal opportunity, institutional loyalty, and effective use of digitalization are the fundamental elements of effective human resources management. Our Rector, who stated that public service should not be limited to merely implementing regulations but should also be carried out with a sense of responsibility toward the nation, said the workshop would facilitate the sharing of knowledge and experiences among administrators from different universities.
Highlighting the importance of a culture of consultation for higher education institutions, our Rector stated that a human-centered management approach is a fundamental element supporting quality and institutional development in higher education, and wished for the workshop to be productive for the higher education community.
